To meet the challenges of modern society, the AFP needs leaders who are capable of strategic
thinking,
who can think beyond the extraordinary, and who can relate their work to the greater needs
of society.
This requires an educational system that can find a striking balance between freedom
necessary for intellectual
development and the rigidity of military discipline. Such an educational system has found
expression in the
Tri-Service Curriculum of the Philippine Military Academy. The tri-service concept was first
studied and
developed in 1990 by committee created by the Secretary of Defense, then Fidel V Ramos. The
committee's
recommendations were approved, and the tri-service concept was eventually adopted in 1993
(The Academy Scribe,
Fourth Edition, Volume 1, 2008).
The implementation of the new tri-service curriculum necessitated the creation of three
warfare departments
who would assume the responsibilities of the service core training of the cadets. Thus, the
Department of Naval
Warfare, together with the Department of Ground and Air Warfare were activated on 30 April
1993 and placed under
the administration, supervision and control of Headquarters Tactics Group, Philippine
Military Academy (GO # 101
HPMA dated 15 April 1993).
The Department of Naval Warfare is responsible for the comprehensive administration of

the Philippine Navy as their branch of service. The department oversees the character and

officers. In addition to
developing leadership skills, the department provides rigorous military instruction tailored
to the requirements of
naval service. It also offers guidance to cadets, specifically in areas related to the
prescribed curriculum, ensuring
