Superintendent, Philippine Military Academy
VADM VALENCIA is a graduate of PMA Bigkis Lahi Class of 1990. Afterwhich, he took up numerous military trainings in the Philippines and abroad. He obtained a degree in Masters in Management from the University of New South Wales in Canberra, Australia. He graduated number one in many of his military schoolings such as the Command at Sea Course, Naval Command and Staff Course, Naval Intelligence Officers Course and Deck and Gunnery Package Course. He was also an honor graduate of Command and General Staff Course (Class 53) at AFPGSC.
He assumed important positions related to education and training such as the Director of Naval Intelligence Training Institute, Dean of Academics for the Naval Officer School Center at Naval Education and Training Command and as the Superintendent of the Fleet Training and Doctrine Center.
He is also a seasoned surface warfare officer. He commanded various Philippine Navy vessels namely – BRP RIZAL (PS-74), BRP CEBU (PS-28), BRP ILOILO (PS-32) BRP BAGOBO (AT – 293) and BRP SUBANON (AT – 291) all deployed in Palawan and Mindanao. He also assumed Command of various operational units such as the Commander, Naval Task Group Sulu operating under the Naval Forces Western Mindanao. Then, after completing his billets aboardship, he was assigned to the Philippine Fleet as the Assistant Chief of Fleet Staff for Operations, F3.
VADM VALENCIA also served as the Commander, Offshore Combat Force which has administrative command of all capital warships of the Philippine Navy. During his stint, he spearheaded many of the different projects initiated by the Navy such as the acquisition of Offshore Patrol Vessels (OPV), Frigates and Corvettes. He became the Commander, Naval Forces Northern Luzon, the maritime component commander which oversees the maritime area over the entire Northern Luzon. He also served as the Chief of Naval Staff. He was the Vice Commander of the Philippine Navy prior to his designation as the 85th Superintendent of the Philippine Military Academy on 20 July 2024.
He is happily married to the former Ms Cyrin Rullamas and they are blessed with a daughter named Beatrice.
